Excerpt:  “While the pre-electoral political environment has been stable, the elections are taking place in a context marked by significant polarization along political and ethnic lines. This has hindered the implementation of legislative reforms, including long-planned reforms of the Electoral Code and related legislation, as well as those required by the European Union (EU) for accession. Many ODIHR EOM interlocutors referred to an overall atmosphere of disaffection with the political establishment, citing, among other issues, inefficiencies within the public administration and insufficient anti-corruption efforts. The Constitution provides for equality of men and women. The 2006 Law on Equal Opportunities for Women promotes equal gender representation at all levels of the public administration and public life. Despite efforts by the authorities to promote women’s participation, women continue to be underrepresented in some elected and appointed offices.” (footnotes omitted)
