Note: Although the President is supposed to submit a report to Congress each year on the national security strategy of the United States, no reports were submitted in 1989, 1992, 1999, 2003, 2004, 2005, 2007, 2008, 2009, 2011, 2012, 2013, 2014, 2016, 2018, 2019, and 2020.
