Excerpt: “USAID has committed to shifting how it works to put local actors in the lead, strengthen local systems, and respond to local communities—a reform effort known as localization. Since the end of 2021, USAID has worked toward two Agency-wide localization targets: (1) to direct a quarter of its funding directly to local partners by the end of Fiscal Year (FY) 2025, and (2) to ensure at least half of USAID programs create space for local actors to exercise leadership over priority setting, program design, implementation, and defining and measuring results by 2030. In FY 2024, USAID provided $2.1 billion directly to local non-governmental, private sector and government partners, or 12.1 percent of USAID’s acquisitions and assistance (A&A) and government-to-government (G2G) funding.”
