2025 Report to Congress on Progress Implementing the U.S. Strategy to Prevent Conflict and Promote Stability (SPCPS)

Excerpt:  “In 2019, Congress passed, and President Trump signed into law, the bipartisan Global Fragility Act (GFA). The GFA equips the United States with a more effective whole-of-government approach to addressing conflict and instability. The GFA harnesses and strategically aligns the full spectrum of U.S. diplomatic, development, and defense (3D) engagements to target the economic, social, and political factors that drive fragility. It aims to apply the hard lessons learned from past conflicts by increasing the effectiveness of our interventions through an integrated, evidence-based approach that focuses on engagement with local partners and leveraging resources from other stakeholders. Through this approach, the U.S. Government (USG) is helping countries move from fragility to stability and from conflict to peace.”
