2002 Nuclear Posture Review

The report proposes  a “New Triad,” composed of: 1) Offensive strike systems (both nuclear and non-nuclear); 2) Defenses (both active and passive); and 3) A revitalized defense infrastructure to provide new capabilities in a timely fashion to meet emerging threats. The report proposes that the U.S. no longer “plan, size or sustain its forces as though Russia presented merely a smaller version of the threat posed by the former Soviet Union.”
